EU Russian Sanctions List and Belarus Restrictive Goods List

IHS Markit can confirm two new regional trade control regulations have been added to the Trade Compliance Secure product. The European Union (EU) Russian Sanctions List and Belarus Restrictive Goods List have been added to further enhance the products risk and compliance offering, allowing users to verify cargo due diligence against additional export control lists.

EU Russian Sanctions

In 2014 the EU enforced sanctions on Russia, following the annexation of Crimea. In retaliation to Russia's military invasion, the EU implemented measures prohibiting the direct or indirect import, export or transfer of all defence-related material and established a ban on dual-use goods for military use or military-end users in Russia. The sanctions were enforced to restrict Russian access to certain goods and sensitive technologies that could be used in the Russian energy sector, specifically oil and gas production and exploration. Examples of the types of goods sanctioned include:

• HS: 73042200' - 'Drill pipe, seamless, of stainless steel, of a kind used in drilling for oil or gas
• HS: 82071300' - 'Rock-drilling or earth-boring tools, interchangeable, with working parts of sintered metal carbides or cermet

The sanctions also covered any method of financial assistance given to Russian entities, placing certain individuals and entities on an additional watchlist. To date, the sanctions still exist; after a bi-annual review, the European Union have extended the restrictions to the beginning of 2022, when another review will take place.

Belarus Restrictive Goods List

The Belarus Restrictive Goods List adopts the export control items documented in the EU Dual-Use Goods and Military regulations, whilst additionally including restrictions on the transfer of certain petroleum products, potassium chloride ('potash') and goods used for the production or manufacture of tobacco products. The Belarus Restrictive Goods List also introduces further restrictions related to the trade of arms and weapons. Additionally, it prohibits the exchange of equipment, technology or software intended primarily for use in the monitoring or interception of internet and telephone communications on mobile or fixed networks. Examples of the additional types of goods restricted include:

• 'Deep Packet Inspection equipment'
• 'WEP and WPA code breaking equipment'
• HS: 4813' - 'Cigarette Paper
• HS: 2712' - 'Micro- crystalline petroleum wax
