Venezuela’s conflicting legislatures
Juan Guaidó, who is recognized by the United States as the interim president of Venezuela, was reappointed on 5 January as head of the 167-seat National Assembly for the 2020 legislative term by 100 lawmakers. Our principal risk analyst for the region, Diego Moya-Ocampos, discusses how Venezuela’s ruling PSUV party’s move to establish a parallel legislative board to the one recognized by the US and most EU and Latin American countries increases the risks of sanctions and policy paralysis.
